Telecommunications law is thus one of the basic elements of the legal regime governing information technologies. The course presents the foundations and essential aspects of regulating telecommunications networks and services. In particular, it examines the rules designed to ensure the proper functioning of the telecommunications market and is summarised as follows:
ü Telecommunications law regulates electronic communications infrastructures and networks, as well as the services offered to users via these networks, such as telephony, Internet access, and audiovisual broadcasting.
ü It plays a key role in the regulation and management of modern communications, taking into account technological developments and digital convergence.
ü The development of electronic communications law is linked to the need for states to connect their networks. International organizations such as the International Telecommunications Union (ITU) have been set up to organize these relationships.
